Richard Burke is a native of Hot Springs and graduate of Lakeside High School. He graduated from Ouachita Baptist University Cum Laude in 2016 and obtained his law degree from the UALR William H. Bowen School of Law in 2019.
While at Bowen, Richard was an associate editor of the Law Review, and his note – Student Loans for Life, The Discharge of Student Loans Under 11 U.S.C. § 523(a)(8) – Using the Eighth Circuit’s Totality-of-the-Circumstances Test and the Partial Discharge Method, 41.1 UALR L. Rev. 97, 97–115 (2019) was published in Bowen’s Law Review. He was also recognized as a William H. Bowen Scholar.
Richard is an active member of the community where he volunteers helping coach youth soccer players in the area, and attends First Baptist Church of Hot Springs. Richard lives in Hot Springs with his wife, Neila Burke.
